a form of democracy where the people themselves make key decisions, in modern societies this tends to be in the form of referendums - Relatively common in Europe and some states of the USA, however it is not a replacement for a representative democracy simply an addition - Some decisions so important they need the most legitamcy possible and should not be undertaken by representatives
1. Size - The more supporters a group has the more pressure it can exert on decision makers - Politicians are unlikely to oppose public opinion due to the desire to be re-elected - Eg Age UK (campaigns for elderly) has had a number of successes, not only as it represents a large proportion of the population but because older people tend to vote in large numbers 2. Finance - Wealthy groups can afford expensive campaigns, employ lobbyists, sponsor political parties and hire more staff - Wealthy groups like from the banking industry have seen favourable legislation but trade unions have made considerable donations to labour and are yet to see much legislation in return 3. Attitude of the government itself - Both promotional groups and sectional groups are bound to be more successful if they combine with a sympathetic government - During the 2010-15 coalition for example the influence of the Liberal Democrats in government helped to ensure that those groups campaigning for the poor such as the Child Poverty Action Group were successful in reducing the tax burdens on the poor
another was of classifying pressure groups Main ways insider groups operate: 1. They seek to become involved in the early stages of policy making, meaning they are often consulted by decision makers for advice 2. Some such groups employ professional lobbyists whose job it is to gain access to decision makers to promote their case 3. Government at different levels use different committees for policy making, some groups like the National Farmers' Union have sat on such boards representing their members 4. Sectional groups may be called to testify before parliamentary committees, although they are only supposed to inform such committees it gives them a platform Typical characterists of outsider groups: 1. They are usually promotional groups, sectional groups with identifiable memberships are a useful ally in policy making but promotional groups have less certain legitimacy 2. Their typical methods include public campaigning, in recent times often using the media to convey their message. Seek to influence government not by direct lobbying but by demonstrating to the government that public opinion is on their side 3. Outsiders do not need to behave in such a responsible way as insider groups do, so they often use civil disobidience, mass strikes and publicity 'stunts'
Voting at 16 - See arguments table Compulsary voting - See arguments table - Exists in about a dozen countries, although in many it is possible to 'opt out' to avoid a fine - In some countries it is in law yet not enforced by the government - In Australia it is both in law and enforced meaning those who do not vote face a significant fine -> unsurprisingly voter turnout in Australia is above 90% which raises the question of is compulsary voting effective?
