There has been administrative devolution in Scotland since the 19th century - This meant that a non-elected Scottish executive administered various services in Scotland on behalf of the UK government - Matters such as education, health and policing were all managed seperately in Scotland - There were seperate laws in Scotland, however these laws were made by Parliament -> it should be noted that the nationalist sentiment was much stronger in Scotland as opposed to N Ireland and Wales making devolution a more urgent manner Scotland Act 1998 - In 1997 a referendum was held in Scotland to gauge support for devolution -> there was decisive support and so the following year the Scotland Act was passed The main powers devolved: - Power over the health service - Power over education - Power over roads and public transport - Power to make criminal and civil law - Power to vary income tax by 3% up or down - At the same time, a new electoral system of AMS was introduced for Scottish Parliament Scotland Act 2016 - Scottish nationalism continued to grow, so much so that a referendum on full independence was held in 2014 -> although the scots voted against leaving, there was clear appetite for further devolution - This was reflected in a 2nd devolution stage with the Scotland Act 2016 The main powers devolved: - Widening of areas in which the Scottish Parliament could pass laws - Control over a range of welfare services - Control over half the VAT reciepts collected in Scotland - Control over income tax rates and all reciepts from income tax - Act represented a large transfer of powers and independence - It means that the Scottish government now has an enormous amount of administrative, legislative and financial autonomy
