1. Differences made by devolution: examples of how the countries differ from England (3)

Use of patronage to promote supporters and dismiss critics - PM has a large machinery of policy making support within Downing Street, which they can use to support their own position aginst isolated ministers - The PM controls the cabinet agenda - The PM's own powers of persuasion
Differenes in Scotland: - The dominant party is the SNP - Personal care for the elderly is free - There are no university fees for Scottish students - Perscriptions are free Differences in Wales: - There are free perscriptions for everyone under 25 - There is free school milk for under 7s - Greater help is provided for the homeless - More free home care is provided for the elderly Differences in N. Ireland: - The Republicans and Loyalists have to cooperate in government in permanent power sharing - There are greater restrictions on abortion - A large proportion of schools are based on Catholicism or Protestantism
It is not possible to entrench constitutional principles because Parliament is sovereign - The sovereignty of parliament asserts that each individual parliament cannot be bound by its predecessors, nor can it bind its successors -> this means that every new parliament is able to amend the constitution as it wishes - All they have to do is pass a new parliamentary statute, the same as any other statute - Moreover, as the government practically dominates parliament and tends to hold a HOC majority -> they have supreme power over the constitution - An example of executive power was demonstrated when parliament passed the Human Rights Act in 1998 (ECHR), no special procedures were needed
1. The governing party adopts a policy that a referendum should be held on an issue 2. The precise wording of the referendum question is established 3. Legislation is passed in Parliament, setting up the arrangements and date 4. The referendum is held and the result announced 5. Referendums are not legally binding, but it is virtually unthinkable that a representative body would not respect the outcome -> legal and political arragements for the change are therefore made
