N Ireland is very different to Wales and Scotland and the devolution process reflected this - This is because the devolution settlement was part of the wider resolution of 30 years of conflict between the Republican and Loyalist communities - There had been devolved government in the province between 1912 and 1972 with a Northern Ireland Parliament and government in control of health, education, welfare and policing - With the increasing sectarian violence, the Parliament was dissolved in 1972 The Belfast Agreement 1998 - AKA the Good Friday Agreement, restored the province's devolved powers - In place of the Parliament, an assembly was to be elected using PR - The reason PR was introduced was to ensure that all sections of a divided society would gain representation - Meanwhile the N Ireland Executive was based on power sharing, meaning that all parties would get ministerial positions Powers devolved include: - The passage of laws not reserved to Westminster - Education administration - Healthcare - Transport - Policing - Agriculture - To emphasise the fact that devolution in the UK is not a federal system, the UK government dissolved the Northern Ireland Assembly in 2002 in the face of increased tension between the 2 communities and the failure of ministers from those communities to cooperate with one-another - The suspension lasted until 2007
