Despite the inability to entrench law in the UK, it is becoming common practice to hold a referendum when constitutional changes are proposed - This was done for the devolution of power to Scotland and Wales, changing of FPTP to AVS, Good Friday Agreement and EU membership - When a 'no' result occurs, the government has no mandate and will not go against the will of the people - The effect of such referendums is to entrench constitutional developments as it is inconceivable as to what would happen if the government rejeted the wish of the electorate
The coalition restored much of the importance of cabinet, since 2010 it has become more significant too - Lacking a decisive najority, the PM has to seek consensus within government and so the idea of 'prime ministerial government' has ended
1982 Margeret Thatcher sent a task force to liberate the Falkland Islands in the South Atlantic from Argentine occupation - 2000 Tony Blair committed British ground troops to intervene in Sierra Leone to save the elected government from an armed insurgence - 2003 Tony Blair committed UK forces to assist the USA in the invasion of Iraq to dispose Saddam Hussein - 2017 Theresa May called for an early general election and successfully secured the decision with a 2/3 majority in the HOC
Arguments in favour: 1. with the spread of citizenship education, young people are now more politically informed than ever before 2. voting turnout among the 18-24 age group is very low, this may encourage more to vote and engage in politics 3. the internet and social media allow young people to remain informed about politics 4. if one is old enough to marry and pay tax then they are old enough to vote 5. political decisions will arguably have the longest effect on those young Arguments against: 1. people of 16 and 17 years old are too young to be able to make rational judgements about politics 2. many issues are arguably too complex for young voters to understand 3. few people in this age group pay tax so they have a lower stake in society 4. it is argued that the very young tend to be excessively radical as they have not had enough experiences to consider issues carefully
