Powers which are very significant but are only used in extreme and unusual circumstances - Instead, they are held in reserve, two key powers are for Parliament to veto legislation proposed by the government and to dismiss a government it no longer has confidence in
A convention is an unwritten rule that is considered binding on all members of the political community, rarely and unlikely to be challenged - Many of the PM's powers are governed by such conventions - It is merely a convention that the PM exercises the Queen's power to dismiss and appoint ministers, to conduct foreign policy and to grant various honours - Also convention, the Salisbury Convention, that the HOL does not block any legislation contained in the governments election manifesto - Developing convention appears to be the idea that a PM must gain the consent of Parliament before committing armed forces - Collective responsibility
System used where a single candidate is to be elected - Designed to produce a single winner who can claim an overall majority of the voters - In the UK it is used to elect city mayors - Voters have 2 choices, a first and a second - If any candidate receieves 50% + of the first choice vote then they are automatically elected - If not then the top two candidates go into a second round of counting and all the others drop out - The second choices are then counted and added to the first choices to give 2 totals, the person with the highest total is elected - As there are only 2 of them left, one must receive an absolute majority
Major declines in class AB Conservative voting, falling from 78% in 1964 to only 40% in 2010 - To some extent this was the achievement of 'New Labour's' achievement of attracting middle class support away from the Conservatives Main causes of the decline in class based voting: 1. a trend known as class dealignment has been important -> a tendency for fewer and fewer people to define themselves in terms of their supposed class 2. the main parties, including LD, have tended, especially after the 1980s to adopt policies which are 'centrist' and consensual, therefore appealing to a wider area of society and more classes 3. there has been a rise in the influence of other factors, notably valence
