92 members are hereditary peers who have inherited the title. The number was determined in the House of Lords Act 1999. When a hereditary peer dies, his or her successor must be elected by the remaining hereditary peers - 26 members are bishops of the COE - The other members of the Lords, the life peers, are appointed. Technically this is the job of the monarch, however most life peers are appointed by the heads of parties (political appointments) - There is no firm constitutional framework concerning the balance of party members in the lords. Convention is that leaders can make appointments roughly equal to the proportion of their seats in the HOC - Political makeup of the HOL is different to the Commons, there are that many crossbenchers that it would be impossible to find a governing majority - There are frontbenches and backbenches in the Lords too, with frontbench peers expected to be loyal to party leaders - Speaker is known as the Lord Speaker - Much of the work takes place in various committees
