Sociocultural theory is based on the work of Soviet psychologist Lev Vygotsky, who lived from 1896 to 1934. Vygotsky believed that people learn through interaction with others. He also believed that each culture provides "tools of intellectual adaptation" that allow children to use their abilities in a way that is adaptive to the culture. 
Sociocultural theory acknowledges differences in individuals within and across cultures. It also recognizes that “different historical and cultural circumstances may encourage different developmental routes to any given developmental endpoint”.
