A machine image is a resource that stores data, permissions, metadata, and configuration from multiple disks of a virtual machine (VM) instance. It is a single static unit that contains a pre-configured operating system and installed software. 
Machine images are used in many system maintenance, backup and recovery, and instance cloning scenarios. They can be created whether the source instance is running or stopped. 
Machine images are different from custom images, which capture the contents of a single disk. Machine images contain multiple disks as well as other data required to create a new instance.
