The physical layer, or layer 1 of the OSI model, is the lowest layer and provides hardware cyber security overview. 

The physical layer defines the electrical and physical specifications for devices. It also defines the relationship between a device and a transmission medium, such as a copper or optical cable. This includes the layout of pins, voltages, cable specifications, hubs, repeaters, network adapters, and host bus adapters. 
The physical layer is responsible for the actual physical connection between the devices by identifying the equipment involved in the data transfer. It also transmits individual bits from one node to another via a physical medium and maintains the number of bits sent per second. 

Security considerations at this layer involve protecting against physical layer attacks, such as unauthorized access to network devices or tampering with physical connections. 

Some vulnerabilities associated with each layer of the OSI model are:
Layer 1: Access control, damaged data bits, environmental issues, disconnection of physical links
Layer 2: ARP spoofing, MAC flooding, spanning tree attacks
Layer 3: IP address spoofing, back hole, DoS attacks
Layer 4: SYN flood
