TSDF stands for treatment, storage, and disposal facilities. These facilities are responsible for treating, storing, or disposing of hazardous waste. The Resource Conservation and Recovery Act (RCRA) requires groundwater monitoring for TSDFs. The purpose of this monitoring is to protect human health and the environment from accidental releases of hazardous constituents. 

The groundwater monitoring program for permitted TSDFs consists of three phases: Detection monitoring, Compliance monitoring, Corrective action. 

The phases are sequential, but a facility can move back and forth between phases as certain criteria are met.
