When designing highway pavements, you can consider the following factors:
Traffic:
The volume and composition of traffic
Vehicle axles: Heavier axles can damage pavements more than lighter ones
Thickness: The thickness of the layers
Material properties: The properties of the materials used in each layer
Wheel loads: The magnitude and number of repetitions of the wheel loads, as well as the contact area between the tire and the road surface
Rigidity factor: The ratio of contact pressure to tire pressure 

Other highway design factors to consider include: Stiffness, stability, and durability

Design life, which depends on environmental conditions, materials, and maintenance

Requirements for the pavement, such as sufficient thickness, structural strength, and coefficient of friction 

Highway pavements are made up of layers of processed materials placed on top of the natural soil sub-grade. Their main purpose is to distribute the loads from vehicles to the sub-grade.
