Earth and rockfill dams are built by compacting layers of earth or rock:
Earthen dams:
Also called embankment dams, these dams are made from compacted earth. They can be made from one type of material, or from different zones of material. Earthen dams can range in size from small structures used for irrigation or water storage to large dams used for hydroelectric power generation and flood control.
Rock-fill dams: These dams are made from compacted, free-draining granular earth. The earth often contains a high percentage of large particles. Rockfill dams are permeable, but have an impermeable core or layer to prevent seepage. 

Earth and rockfill dams are built using the most impervious materials to form a core, and then more permeable substances are placed on the upstream and downstream sides.
