How can one define 'policy making'?
The act of creating laws or setting standards for a government or business. (Generic Definition). Choosing amount alternative sources of action. This includes not doing anything but usually allocating limited resources. It applies to all three branches as Justice Sotomayor stated, 'The Court of Appeals is where policy is made'
