Traffic capacity is the maximum number of vehicles that can pass a given point on a road or lane within a unit of time. This unit of time is usually one hour. 
Traffic capacity is associated with traffic volume and traffic density. Traffic volume is usually expressed as cars per hour. Traffic density is expressed as vehicles per kilometer. 
Traffic capacity is dependent on several factors, including: Vehicle width, Vehicle speed, Uniformity of speeds, Curvature, Local surroundings. 
Adding capacity to a highway can decrease travel time, which can lower the "price" of driving.
