A travel time and delay study is a method of evaluating the quality of traffic movement and measuring congestion in a transportation system. The study uses a moving test vehicle to measure the average travel time, running time, location, duration, and causes of delays along a route. 

Travel time and delay studies can help planners develop improvements and compare the effects of any improvements. Time is an accurate and compelling yardstick of the efficiency of street and highway service. 

Some methods for conducting travel time and delay studies include:
Floating-car method:
q = (na + ny)/(ta + tw), where q is the vehicle traveling in the opposite direction or against stream, and of vehicles overtaken when the test is in the direction of the stream
License plate method: Observers stationed at the entrance and exit of a test section note the timings and the vehicle numbers
