Admin has jurisdiction if: 1) Originates in the state 2) Is directed to the state 3) transaction settles in the state. Allows the admin to review financial information of a BD registered in the state even if the firm's principal location was in another state. In doing so, the admin need not give the priory's notice and can arrive unannounced during business hours to investigate all matters relating to the investigation.
