Democrats and Republicans were unable to agree on the level of federal funding to tackle the growing zika virus crisis - When the virus affected people in Florida, there was only arguments over how much should be spent with no consensus reached - Obama and the Dems wanted $1.9bn whilst the Republican led Congress wanted to cut this to $1.1bn -> Senate democrats rejected the bill and no agreements were made
Cannot initiate cases- Similar to criminal court with a plaintiff and defendent, lawyers on both sides make their cases then the justices discuss privately to establish a majority opinion of 5+ - A precedent is then set
16th amendment (1913) -> Congress can levy federal income tax - 17th amendment (1913) -> elected Senators - Rise in importance of foreign and military policy, which the president is increasingly assuming power of, undermines congress - Fast pace of modern intervention means congress cannot block the president fast enough - Due to the nationalism of the mid terms the House Speaker has greater power who under divided government can rival the president - Partisanship has created greater extremes in Congress's reaction to presidency and extent to which they have attempted to restrict the executive branch
V strong protection -> sup court willing and able to promote civil liberties outlined in const. - B.O.R gives extensive legal protection - eg 1st freedom of expression and religion, 8th freedom from discrimination, 8th freedom from cruel and unusual punishment
