Frame relay works at the bottom two levels of the OSI reference model: the physical and data link layers. It uses packet switching technology to break data into smaller packets, also known as frames, to transmit it through a shared frame relay network. These data packets are then reassembled at the data's destination. 
Frame relay is designed to handle busy traffic effectively. It can accommodate sudden increases in data transfer rates, making it suitable for applications with variable bandwidth requirements. 

Frame relay has five major components:
Data link connection identifier (DLCI)
Permanent virtual circuit (PVC)
Switched virtual circuit (SVC)
Committed Information Rate (CIR)
Local Management Interface (LMI)
