1. What does the term 'civil law' mean (as opposed to common law)? Did any of the states ever use a civil law system? What's another name for this type of system of law?

Powers at different levels: Federal: allocation of money State: education, drinking age, marriage Both: Taxes The federal government can give or take money from the state as an incentive to do things.
Civil: western based on Napoleonic code predominately. Laws set down by codes of legislature. Conflict is clear via Louisiana being predominately Napoleonic roots v. English Common Law.

Concurring is when a judge agrees with the outcome of the case and the reasons for the outcome. Concurring in the result means that the judge agrees with only the outcome of the case.
