A quality circle is a management technique that involves employees working together to solve problems related to their jobs. Quality circles are also known as quality control circles (QC) or Kaizen Circles. 

Quality circles are small groups of employees who meet regularly to identify, analyze, and solve work-related problems. The groups are made up of at least three and up to 12 members. 
Quality circles are often part of a broader quality management system that aims to improve customer satisfaction and organizational performance.
