There are two types of industries in the state i.e. large scale and small scale industries. The development of industries depend on a number of factors such as infrastructure, availability of regular supply of power, incentives to ensure good economic returns, helpful bureaucracy and minimum government controls, skilled manpower and cheap raw materials. The Government of Jharkhand is developing various areas keeping these factors in mind.

Iron and steel industry is the oldest among modern industries. The history of this industry begins with the establishment of Tata Iron and Steel Company by the great entrepreneur and industrialist Jamshedji Nusserwanji Tata in 1907. Tata Steel was not only Jharkhand's first, but it was the country's first steel plant. The raw material required like coal and iron ore are present within the state provides strong support to this industry.The major plants of iron and steel are:

Iron ore to the plant is supplied by Kiriburu mines and Noamundi mines of Pashchimi Singhbhum district of Jharkhand. Coal is supplied by Raniganj and Jharia mines, manganese is supplied by Ganjpur area of Odisha, dolomite from Panposh mines, limestone from Birmitrapur, Hathiwari, Bisra, Baradwar and Katni.▸ Water demand of the plant is fulfilled by Subarnarekha river. The labour at the cheap rate is available by the adjacent area of Odisha, Bihar and Jharkhand itself.Due to availability, of all the required material in near by areas have made this plant one of the largest steel producing plants of the country. Now, the company has several types of industrial units including automotive, metals, chemical, electrical and electronic goods.▸ In 1911, Tata Iron and Steel Company started production. After the establishment of TISCO, Sakchi village renamed as Jamshedpur on the name of Jamshedji Tata.It is also known as Tata Nagar. ▸ It was established with the collaboration of former Soviet Union (Now Russia) under the Third Five Year Plan. It was established at Maratari in Bokaro in 1964, and the production started in 1972. It is India's fourth biggest iron and steel industry.▸ It is the first indigenous steel plant in India. The plant is run by SAIL (Steel Authority of India Limited) a government PSU (Public Sector Undertaking).Now, it has become one of the largest steel plants in Asia.▸ The reason behind choosing Bokaro as a location of steel plant is its location in proximity to coal mines of Jharia, Keonjhar iron ore mine, dolomite mines of Madhya Pradesh, Damodar river for water supply and DVC (Damodar Valley Corporation) for electricity, which established in 1948.▸ The biggest blast furnance of Asia is installed here. ▸ Bauxite is the main ore of aluminium industry. Depending upon the reserve of Bauxite at Muri in Ranchi, Government of India has established BALCO here.▸ Bharat Aluminium Company Limited (BALCO) Plant at Muri started in 1965.Hindalco's alumina refinery is also located at Muri.▸ The supply of Bauxite from Ranchi and Palamu mines, well network connectivity, low cost labour and availability of hydro-electricity from nearby areas has supported the industry to establish here.▸ The contribution in the production of aluminium is 16% by Jharkhand in India.
▸ The first copper mine in Jharkhand was opened in 1924 at Ghatshila in Purbi Singhbhum district. Indian Copper Corporation Limited was established in Ghatshila in 1930.▸ Bodra and Musabani are two famous mines which provide raw material to this plant.▸ Another factory in Ghatshila was established for purification of copper ore.▸ Other copper industries in Jharkhand are Hindustan Copper Limited (Jaduguda) and Indian Cable Company Limited.
▸ The state has four large cement plants with an installed capacity of about 8.48 million tonnes. The state has a vast track of crystalline limestone, which helps in developing cement plants in the state.▸ The major cement companies in state are ACC Limited, Jaypee Group and Lafarge India.▸ The ACC cement factory was established in Khelari. Other cement factories are located in Dhanbad, Pashchimi Singhbhum, Bokaro, Jamshedpur and Palamu.▸ The cement factories in Sindri, Jhinkpani, Bokaro and Jamshedpur use the residuals of cement to produce cement while other cement factories in Jharkhand use limestone to produce cement.
▸ Jharkhand has huge amount of coal reserves in Damodar valley area of Jharkhand.Coal refining factories have established at places like Dhanbad, Jharia, Jamadoba, Bokaro, Karanpura, Ramgarh for separating ash, fire-clay, gypsum, and shale from coal.▸ Kargali Coal Washery is the India's biggest coal washery. A number of heavy-engineering companies located in the state produce equipment and provide turn-key and consulting services to the existing metal and mining industry. The reason for major growth of the engineering industry in Jharkhand is availability of raw material (iron, steel, aluminium, copper and other metals and non-metals), power, water and industrial labour.Bokaro, Jamshedpur and Ranchi are the major engineering clusters in the state. In Jharkhand, heavy engineering and machineries industry was established on 31st December, 1958, with the name Heavy Engineering Corporation (HEC). It was established in Ranchi with the help of Russia and Czech Republic. The production started at HEC in 1963.The Engineering industry has the following branches in Jharkhand:

▸ It was established at Hatia in Ranchi in 1958, with the help of Russia and Czech Republic. The production started here from 1963.▸ The aim to establish HECL was to provide machines and tools to different factories all over India.
▸ It was established at Ranchi in collaboration with former Soviet Union with a production capacity of 80,000 metric tonnes heavy machines and 25,000 metric tonnes steel moulds annually.▸ It manufactures heavy machine's parts.
▸ This factory was established with the support of Czech Republic with a production capacity of 140000 tonnes annually.▸ In this plant, melting of iron and shaping of iron is done to make heavy machines and tools.
The chemical industries in Jharkhand produce a wide range of chemicals like caustic soda, dye and pigments, industrial and medical gas.The industry has developed to serve other manufacturing units in the region and markets of Eastern India.The chemical factories are located at Sahibganj,Bokaro,Dhanbad,Hazaribagh and Deoghar districts.Some important industries related to chemicals and explosives are as follows:
▸ The first Fertiliser unit in India was established at Sindri in Dhanbad district of Jharkhand. It was established in 1951 by the Fertiliser Corporation of India Limited. Nitrate and phosphate fertilizers were produced here.▸ Ammonium sulphate was also made here. It was modernised in the year 1974. On 16th March, 2002 plant of Sindri was shut down but on 21st May, 2015, Cabinet has decided to revive this plant.
▸ Indian Explosive Limited (IEL) has established a plant at Gomia in Bokaro district to produce explosive for mining industries in surrounding areas.▸ It was established in 1955, by the help of Britain. The IEL was acquired by Australian based company ORICA in 1999.
▸ It is basic in nature. It is used in clothes, paper soap, chemical and oil refinery and aluminium industries.▸ Aditya Birla Chemicals (India) Limited (formerly known as Bihar Caustic and Chemicals Limited) is one of the leading chlor-alkali companies in India.▸ The caustic soda plant of the company is located at Garhwa Road in the Palamu district of Jharkhand. It was commissioned in 1984. The only factory of caustic soda 'Tata Chemicals' is located at Jamshedpur in Jharkhand.
▸ It is basic in nature . It is made up of sodium chloride and limestone. Soda Ash is used in glass, paper cloth, caustic soda and photography industries.▸ It is produced in Tata Chemicals in Jamshedpur.
▸ It is located in Ramgarh and its nearby areas. Indo-Asahi Glass Factory has been established in Bhurkunda with the help of Japan.▸ In this industry, raw materials are used like limestone, soda ash, silica sand, lead, boric acid, potassium carbonate, sodium sulphate, barium oxide, etc.▸ Raw material of glass industry is available at Manglaghat and Patharghat in Santhal Pargana.
Jharkhand has a varied agricultural product base that support a host of agro-based industries.The geographic condition of the state supports the cultivation of vegetables and fruits,mushroom and medicinal plants.Apart from this, the State Government is promoting pisciculture, sericulture, poultry farming and forest based industries. ▸ Jharkhand is one of the leading silk and tussar producing state in the country. The state is the largest producer of tussar silk in the country.▸ Dumka, Palamu, Sahibganj, Ranchi, Dhanbad, Giridih and Daltonganj are the districts where tussar silk is produced. Central Tussar Research and Training Institute [CTRTI] is situated at Piska Nagari in Ranchi district.▸ Jharkhand Silk Textile and Handicraft Development Corporation (Jharcraft) was established in 2006 with the objective to develop and support sericulture, weavers and other artisans of the state. It sells tussar silk, tribal art work, wood craft, lac jewellery bangles, leather products, jute products etc.
▸ It is located in the area where the production of sugarcane is in good quantity.▸ The Santhal Pargana, Palamu and Hazaribagh are the places where this industry is flourished.
▸ Flour and rice mills have developed in towns surrounded by the production area of specific agriculture product.▸ Rice mills are located mainly in rice producing parts of state like Singhbhum. Oil mills are located in oil seed producing parts of state.
Jharkhand Forest Department is undertaking a massive bamboo cultivation drive in the forest of Jharkhand from April, 2003 as per the 'National Bamboo Technology Mission'. Processing of bamboo, production of bio-diesel, herbal extracts, lac product, tussar textiles are some of the industries encouraged in Jharkhand.
▸ Due to heavy forest cover in the state, the wooden industry has developed in various parts. ▸ This industry in Jharkhand is based on sugarcane, rice and mahua. Liquor made by the tribes of Jharkhand is known as Hadiya.▸ This industry is mainly located in Ranchi in the state.

▸ There is a huge potential of khadi industry in Jharkhand. Jharkhand state Khadi and Village Industries Board (JKUIB) was established in the year 2004. The objective of this board is to promote Khadi and Village Industries in the state.▸ Subsidy is being provided to the extent of 20% by the JKVIB and 10% by the Government of Jharkhand to promote Khadi.
▸ The growing population of the state is resulting into construction of buildings, roads and bridges. The massive construction work has emphasised the growth of stone industry in Jharkhand.▸ Stone chips and brick making industries have flourished in the districts of Pakur, Dumka, Dhanbad, Giridih and surrounding areas of Ranchi.

▸ The automotive industry in Jharkhand includes original equipment manufactures as well as auto component production units. The auto components produced range from simple items like nuts and bolts of complex shafts, radiators and axles.▸ The state has an auto cluster in Adityapur and one cluster is coming up near Jamshedpur. Jamshedpur industrial area is the largest production area of the state with more than hundred years old history. The Mica centres are located at Jhumri Telaiya and Domchanch. Jharkhand has four industrial area development authorities with headquarters at Ranchi, Bokaro,Dumka and Adityapur districts. The authorities are concerned with promotion and facilitating industries in allotted area. These authorities are responsible for acquisition of land and development of infrastructure facilities like roads, drainage, water supply and public utilities within their jurisdiction. The most vibrant industrial area among four is Adityapur industrial area.The four industrial authorities are as follows : RIADA Ranchi Industrial Area Development Authority has its headquarters at Ranchi ( Jharkhand). It includes sixteen small industrial areas. It covers an area of 1,524 acres.BIADA Bokaro Industrial Area Development Authority has its headquarters at Bokaro ( Jharkhand). It is divided into four areas i.e. Bokaro, Kandra, Sindri and Giridih. It spreads over 238 acres.AIADA Adityapur Industrial Area Development Authority has its head office at Jamshedpur. It covers an area of 3,500 acres. It includes twelve big industries.SPIADA Santhal Pargana Industrial Area Development Authority has its headquarters at Dumka ( Jharkhand).
To encourage industrial activities of specialised nature at suitable location, sector specific industrial parks have been envisaged in the state.Following industrial parks are planned ▸ Apparel Fibre and Textile Park ▸ IT Park/Software Technology Park ▸ Gems and Jewellery Park ▸ Biotech and Herbs Park ▸ Chemical and Pharmaceutical Park ▸ Food Park ▸ Automobile Vendor-Ancillary Industrial Park ▸ Any other activities e.g. Ceramic Park, Plastic Park, Knowledge Park, Film City.
It is a notified zone, where the land, power, water and communication facilities are made available to industries. The State Government has to function as a facilitator, catalyst and enhancer to promote industrial activities through private participation.The SEZ would also have an IT park, housing, recreational facilities, hotels and biotech park with state of the art technology. The SEZ will promote in IT, automobile, chemical-pharmaceutical and other sectors. The only specific automobile and auto component SEZ at Adityapur is under implementation. Two Special Economic Zones are proposed to be setup at Ranchi and Jamshedpur.
The State Government plans to setup and promote three-tier growth centres at the mega, mini and micro levels.Mega Growth Centre Mega Growth centre at Barhi,Hazaribagh has been taken up for providing modern infrastructure facilities for rapid industrialisation.This growth centre shall provide quality infrastructure inputs like land, water, power, communication, etc.This will be developed under Public Private Partnership (PPP) mode. Jharkhand Infrastructure Development Corporation Limited ( JINFRA) has been assigned to assist in developing this growth centre.Mini Growth Centres The mini growth centres are to boost specialised activities like food processing park at Ranchi and Dumka, Science City at Bokaro, Plastic Park at Koderma, Chemical Park, Tussar/Silk Park at Chaibasa and Godda, Software Technology Park at Ranchi and Jamshedpur, Electronics Park at Namkum and Tatisilwai.Micro Growth Centre Micro growth centres at block level will be established to boost village based industries.
The State Government has identified 56 clusters including refractory cluster at Dhanbad,mini cement cluster at Ramgarh, bell metal cluster at Bishnugarh, Hazaribagh and Khunti, steel processing cluster at Giridih, hard coke cluster at Dhanbad and forging and hand tool manufacturing cluster at Bhendra, Bokaro.
Jharkhand needs a sector specific policy on automobiles and auto-components to convert this state into a leading state in this area in the country.With this aim the Government of Jharkhand passed Jharkhand Automobile and Autocomponent Industrial policy 2015.The main objectives of this policy are as follows: ▸ To make Jharkhand as most preferred destination for automobile and auto-component manufacturing units in Eastern India.▸ To create additional employment opportunities for 50,000 personnel in this sector by 2020.▸ To attract mega automobile projects in the state and promote the establishment of new auto-cluster and strengthening of existing auto cluster in the state.▸ To identify and address the existing infrastructure gaps affecting the automobile and auto-components industry.▸ To augment the talent pool to meet the long term skilled manpower requirements of this industry and to encourage Public-Private-Partnership initiatives and Industry Institution partnerships in skill development.
Jharkhand Single Window Clearance Act, 2015 has been enacted to provide facilities for accelerating the approvals to promote industrial development.The objectives of this act are as follows: ▸ To provide for accelerated and time bound grant for various licences, permissions and approvals to promote of industrial development.▸ To facilitate new investments.▸ To simplify the regulatory framework by reducing procedural requirements and rationalising documents.▸ To improve ease of doing business.▸ To provide for an investor friendly environment in Jharkhand.
Industrial development promotes higher capital formation, raises wage incomes and absorbs surplus workforce to bring about equitable development. Therefore the State Government has accorded top priority to industrial growth as a means to mitigate poverty and unemployment. Jharkhand Industrial and Investment Promotion Policy, 2016 aims to establish state-of-the-art infrastructure, promote manufacturing, foster innovation and create employment opportunities across sectors. Various policy instruments have been detailed in this document to catalyze the same.The objectives of Jharkhand Industrial and Investment Promotion Policy 2016 is given below: ▸ To convert Jharkhand into a favoured destination for investors and to promote sustainable industrial growth of the state.▸ To establish linkages between large industries and MSME/ ancillary industries.▸ To promote employment generation in industrial and service sector by providing facilitation under Industrial and Investment promotion Policy, MSME Act, 2006 and other policy interventions.▸ To create more Industrial Park in private, joint venture and PPP mode under Jharkhand Industrial Park Policy, 2015.▸ To promote SEZ for IT and auto components.▸ To promote quality certification, FPO process, ISO and patent certification for local industries.▸ To set up new training institute/centre for skill development with emphasis to train 30% women and upgradation of existing training institute with modern standard syllabus.
The schemes, programmes and actions undertaken by the State Government since the formations of state are as follows: PrimeMinisters Employment Generation Programme It is being implemented to encourage enterpreneurs and unemployed youths with the support of Central Government.Integrated Handloom Development Scheme It is implemented with central support for cluster development/group approach/strengthening handloom organisation by giving them training and marketing support.Weavers Provident Fund Scheme It is implemented through societies/agencies/ NGO's engaged in providing employment with support of Central Government.Small Industries Clusters Development Programme (SICDP) It is a centrally funded scheme which enhances the productivity and competitiveness of small scale industry.JHARCRAFT ( Jharkhand Silk Textile and Handicraft Development Corporation) It is the agency in state to promote handloom products by its design change and marketing. To promote handicraft, government is strengthening Resource Development Centres for rural handicraft artisans.
