A proposal is a formal or written plan or idea that is suggested for people to consider and decide upon. 

Here are some types of proposals:
Solicited:
A proposal sent upon customer request, and can be formal or informal.
Unsolicited: A proposal sent without request, not in response to a formal RFP or informal request.
External: A proposal sent outside of the writer's organization to a separate entity.
Internal: A proposal written for consumption inside of your organization.

A business proposal may include: Background, objectives, scope, Plan, timeline, and budget, Next steps.
